Leadership at the Board Table Matters

School board leadership is one of the most important — and most challenging — volunteer roles in Delaware communities. Local boards shape budgets, policies, and priorities that directly impact student outcomes. Yet too often, board members are expected to navigate these responsibilities without the resources or training they need.

At First State Educate (FSE), we believe Delaware school board members deserve support to grow their skills, test innovative ideas, and lead with confidence. That’s why we created Mini-Grants for Capacity Building — small awards designed to strengthen school board leadership and spark community-driven solutions.

What Can a Mini-Grant Do?

When board members have the opportunity to experiment, learn, and collaborate, the entire education system benefits. FSE’s Mini-Grants open doors to projects like:

  • Policy Innovation Labs where school board members, students, and parents co-create solutions using design thinking.

  • AI-Assisted Policy Drafting that helps leaders write smarter, more inclusive education policies.

  • Data Literacy Bootcamps to strengthen how Delaware school boards use student performance data to guide decisions.

  • Cross-District Policy Exchanges where members and students share and test new ideas across schools and districts.

  • Youth Policy Advisory Councils that give students a meaningful voice in shaping local education policy.

Each of these opportunities helps school boards move beyond routine governance and toward student-centered, community-driven leadership.

Why Parents and Communities Should Care

For parents, educators, and community members, these initiatives matter too. When your local school board members take advantage of capacity-building opportunities:

  • They’re better prepared to ask the right questions.

  • They can focus resources where students need them most.

  • They create space for families and students to be heard.

Research shows that effective school board governance is directly tied to stronger student outcomes. A study of Texas school systems found that districts whose boards adopted governance best practices saw measurable gains in student achievement (AESA, 2023). The “Lighthouse Project” in Iowa also showed that boards in higher-performing districts engaged deeply with student data, maintained a strong vision for learning, and connected authentically with their communities (IASB, 2024).

Beyond governance practices, community engagement is also a proven driver of student success. Strong family and community involvement reduces absenteeism, improves graduation rates, and ensures more equitable decision-making (Great Schools Partnership).
