First State Educate highlights leaders and initiatives that are driving meaningful change in education across Delaware. From board members growing in their leadership through the Primo Scholars Program to Capacity Building Grant recipients turning ideas into action, these stories reflect a shared commitment to stronger governance and better outcomes for students.

2026 CAPACITY GRANT RECIPIENTS

Through FSE’s Capacity Grant program, school board members are supported in turning their vision into real, impactful work while building systems, creating opportunities, and strengthening governance. This work not only drives change within their own districts but also creates a shared learning network where school boards can learn from one another and grow together.

2026 PRIMO SCHOLARS

The Primo Scholars represent a group of forward-thinking school board leaders committed to driving meaningful change in their communities. Through this program, First State Educate provides a platform for board members to explore new ideas, deepen their leadership, and turn insight into action. Named in honor of Quentin E. Primo Jr., a respected leader known for his work in equity, leadership, and community advancement, the program was created in partnership with the African American Empowerment Fund of Delaware.
